He became Chief Minister in 1956 and the resettlement of Sikhs from Pakistan had been over by then. One of the officers who tried to consolidate Sikhs into a compact area was M S Randhawa who was head of the resettlement department and he tried to settle Sikhs into Sikh areas and Hindus into Southern Punjab (Haryana) areas. The area of the princely states was united into the state of Pepsu (Patiala and East Punjab States Union) was had a slight Sikh majority. Here the Hindu officers used to complain to the central govt that they were discriminated against and they were told by Sikh officers that Pepsu was Sikh Raj and only Sikhs should be part of the govt there.
